LT. COL. STUART COUCH, a former prosecutor for the Office of Military Commissions, was assigned to the case of Mohamedou Ould Slahi, a senior operative for the terrorist organization al Qaeda who was believed to have helped assemble the so-called Hamburg Cell in Germany that provided the hijackers for the 9/11 terroist attacks on U.S. soil. But when Couch learned that evidence against Slahi had been obtained through "morally repugnant" torture tactics, Couch refused to participate in the proceedings, effectively ending the prosecution.Couch has since been awarded the 2007 Minister of Justice Award from the American Bar Association. He sits as a judge on the Navy-Marine Corps Court of Criminal Appeals. Back to home page
